    Colette Sénami Agossou Houeto was born in 1939 in Porto-Novo in Benin. After pursuing her secondary education in Cotonou, she continued her studies, initially at the University of Strasbourg, then at the Universities of Munich and Aix-en-Provence. A teacher by profession, she became Director of Benin's National Institute of Training and Research into Education (1977-1981). From 1986 to 1991 she worked in the BAD program, a project which aimed at integrating women into the country's growth and expansion development programme.
